Washoe County has no cap. Your HOA is the real gatekeeper.

Washoe is the most permit-accessible jurisdiction on the lake — no numerical cap on the Nevada side of North Shore. Every owner still needs a permit, but nobody's rationing a fixed pool of slots. The real filter here is the HOA, and it's the one buyers skip checking until it's too late.

Where this applies: Incline Village and Crystal Bay — unincorporated Washoe County only. Reno and Sparks run entirely separate programs.

The numbers I check before I write an offer

The real constraint isn't the county

Because there's no cap, approval here is a paperwork and inspection timeline issue — not a scarcity issue, which is a completely different risk profile than El Dorado, Truckee, or Douglas. But some Incline Village HOAs prohibit short-term rentals entirely through their CC&Rs, independent of anything the county allows. I get the HOA's rental policy in writing before an offer goes in on any condo or HOA-governed property with STR intent — this has killed more Incline Village STR purchases than the county's permitting process ever has.

Rules worth knowing

One legal, paved parking space required per 4 occupants, fully on the property. One STR permit per parcel. New STR permits are barred in ADUs within the Tahoe planning area as of September 2024. A designated local contact must be able to respond to complaints within 30 minutes and must be named on the permit. Guests don't get access to Incline Village's private IVGID beaches — worth setting that expectation before check-in, since it's a common source of complaints.

Taxes & fees

Initial registration runs around $485, more for units sleeping 11+, plus annual renewal. TOT lands around 13% combined — confirm current rate with the county treasurer. And Nevada has no state income tax, a real, durable yield advantage over the California-side counties when comparing net cash flow on comparable properties.

Bottom line

Washoe is the path of least resistance for STR income without a countdown clock on a shrinking permit pool. Due diligence shifts from "is a permit available" to "does this specific HOA allow it, and does the language leave room for future restriction." Pull the HOA docs before the inspection contingency, not after.
